State Asset and Facility Manager

About the role

A home is more than a roof overhead – it's the foundation for a stronger future. As WA State Asset and Facilities Manager with Community Housing Limited (CHL), you'll play a pivotal role in ensuring our homes are safe, sustainable, well-maintained and fit for the future. Leading asset and maintenance strategies across a growing and increasingly complex housing portfolio, you'll help shape how we manage our existing homes and prepare for significant growth through to 2029 – making a lasting difference to the people and communities we serve and advancing our vision of a world without housing poverty.

This senior leadership role combines strategic asset planning, financial management, team leadership and operational oversight to optimise the performance, sustainability and value of a diverse and growing housing portfolio. You'll play a key role in shaping asset and maintenance strategies for both existing properties and new, complex multi-level facilities, ensuring the portfolio is well positioned to support our significant growth pipeline through to 2029.

Responsibilities

  • Leading state asset management and maintenance strategies across a diverse and growing property portfolio, including standard residential properties and complex multi-level facilities.
  • Planning and delivering asset and maintenance programs for new developments and acquisitions, ensuring assets are effectively integrated into operational management from commencement and throughout their lifecycle.
  • Managing the asset and maintenance requirements of a significant growth pipeline through to 2029, with the ability to anticipate the operational, technical, financial and resourcing requirements of increasingly complex property assets.
  • Overseeing planned, responsive cyclical and vacant property maintenance, ensuring services are delivered effectively, efficiently and in line with asset priorities, operational and compliance requirements.
  • Providing expert asset management and technical advice for complex multi-level facilities, including identifying risks, lifecycle requirements, maintenance needs and opportunities to improve asset performance.
  • Supporting operational teams with clear, practical technical advice and guidance, and building strong relationships across property, operations, development and corporate teams.
  • Leading the development and implementation of asset management plans, lifecycle strategies and maintenance programs that support long-term asset performance, value and sustainability.
  • Improving maintenance services, systems, processes and service models to support a growing and increasingly diverse portfolio.
  • Contributing to contracts, tenders, procurement and new business opportunities, ensuring asset and facilities requirements are appropriately considered from planning through to delivery.
  • Ensuring compliance with relevant legislation, regulations, building and safety standards, Work Health and Safety (WHS) requirements, contractual obligations and organisational policies.
  • Developing and implementing asset management policies, standards and procedures in collaboration with national teams.
  • Monitoring property and asset trends, risks, condition and performance, identifying emerging issues and opportunities for improvement.
  • Managing asset-related budgets and financial performance, including forecasting, expenditure planning, prioritisation and ensuring value for money across maintenance and asset investment.
  • Providing strong leadership and direction to state asset and facilities teams, building capability, accountability and a culture of collaboration, safety and continuous improvement.
  • Communicating complex asset, maintenance and financial matters clearly to a range of stakeholders, enabling informed decision-making and effective prioritisation.
  • Leading performance reporting, resource planning and continuous improvement initiatives to ensure the state asset and facilities function is equipped to support future growth.

Requirements

You're a strategic, commercially minded leader with strong asset and facilities expertise and a genuine commitment to quality social and affordable housing. You have the experience and judgement to lead asset and maintenance strategies across a diverse and growing portfolio, including complex multi-level facilities. You balance long-term asset performance and lifecycle planning with financial discipline, operational priorities and practical, cost-effective outcomes. A confident communicator and collaborative team player, you build capability, influence stakeholders and lead effectively through growth and change.
